The story introduces Mark Harris, the webbed-handed, amphibious survivor of the lost continent of Atlantis who possesses superhuman strength and aquatic abilities but suffers from amnesia. Working alongside oceanographer Dr. Elizabeth Merrill and the Foundation for Oceanic Research, Mark uses his deep-sea prowess to battle undersea threats and high-tech maritime sabotage, while searching for clues to his mysterious past and forgotten home civilization.
